Adding link from the commented issue

This is a post migration question.  For the purposes of this discussion I will use these two keys IS-1 and IS-2.  On server, if I added a comment in IS-1 with IS-2 in the comment, IS-2 would have a link in the link section saying is mentioned by IS-1

I am not seeing this happening in cloud.  Is there something I need to do to enable this?
