Adding Muliple Users from asset to issue reads all the users as inactive

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
I am Trying to add members from a multi user asset object to an issue. When the multi user is only populate with 1 user they are added without issue. When more than 1 user is in the multi select on the asset object the automation says both user are inactive. All user regularly use Jira, all fields are a multi select.
