Adding Email Notification Schemes

How do I add or alter the default email notification schemes in JIRA. The documentation claims that there should be a link on the administration page for Issues but I do not have that. I have full administrative permissions.

Notification schemes are located under Misc Schemes in the Issue admin area.

You can copy the default and then modify it to apply to your project until you want all projects to have the same one and use the default.
