I would like to add an image (or even just text) that would appear at the top of Backlog, Timeline and Board pages in my (team-managed) Jira project. Specifically, we have colored the epic titles to correspond to organizational goals, and I want to put a color key at the top so everyone knows visually how their work ties to broader objectives.

I believe that something like this is not possible within Jira (at least not without any Marketplace apps).
What I would suggest is checking the following page: What is a goal?. Goals are not integrated as part of new Platform Experiences and should be available to all paid plans (although this is still in Beta, or maybe even EAP?).
Anyway, with those, you would be able to link each Epic, for example, to a goal that your organization defines. This way, everyone could see how their work contributes to a 'bigger picture'.

Hi, Tom -- Yes, I've tried the Goals function, but it's pretty unsatisfactory since it requires everyone to be separately logged into Atlas as well as Jira (with additional license fees) and then there's no way I can find to display that goal in a backlog list or sprint board. So it's just another field that people can sometimes see, but is not a prominent reminder.

This is all relatively new, especially the part about Platform Experiences. If you're using Atlas as a separate product that would require a separate license for it, yes. However, new functionalities that will come with Atlassian Home/new platform experience, will be included in all paid Jira plans so that should cover you there.
Also, with new navigation coming in 2025 + Atlassian Home rollout, it might be possible to display goals directly in the backlog or sprint board. For example, you could potentially group issues/work by specific goal - something like this.
It's all a bit of a stretch as we also didn't manage to test it out yet but we hope all of it will be released soon. If this is not an urgent thing, I would recommend waiting and seeing if it will cover your requirements.
