Add attachment to new issue while not logged in

Hi all, 

In my JIRA instance it's possible to create an issue while not logged in (for troubleshooting etc.). The problem is that the not-logged-in users are not able to add attachments to their issues. Is there any way to fix this? 

The setting for adding attachments in the project are set to the 'Anyone' group already.

to enable non logged-in users to add attachments, you will need to also change the Browse Project permission to Anyone. There is at the moment no other way to add attachments without this setting.
