Hello Jira community!
Until this moment, we did not manage users on Jira. Every dev is in the jira-developers group (Jira default) and every admin is in the jira-administrator group.
Each new user is added to their respective group, and it is these groups that I configure in the "People" of each of our projects.
From now on, we will have a highly confidential project in which only 3 people will be able to access, that is, no other user will be able to access it.
Where do I start? Any good practice to follow?
Do you need to hide the confidential project from JIRA administrators also?
I recommend making the confidential project a Classic project, and then customize the permission scheme for the project.
It is a Classic project and cannot be seen/accessed by all admins. Only the users of a particular group that I have created.

For the Permission Scheme - got to Project Settings > Permissions. There you can edit the Permission Scheme.
