Is that possible to create a dashboard which should cover the following aspects:
Project Status: Visual indicators (e.g., green, yellow, red) to represent project health
Budget Utilization: Tracks spent vs. allocated budget
Resource Allocation: Displays team distribution and availability
Milestones & Deadlines: Highlights upcoming and missed milestones
Risk Assessment: Identifies and categorizes project risks
Progress Metrics: Measures task completion percentages
Issue Tracking: Monitors reported and resolved issues
Stakeholder Satisfaction: Collects feedback to gauge satisfaction
We are open to all custom app suggestions.

Use an app than can export data to a BI tool (PowerBI, Tableau, etc..)
Build the report in the BI tool.
Apps in Jira don't have all these capabilities, you could try eazyBI, but you will probably need to create loads of custom measurements.
Or get an enterprise subscription, this will provide the power of Atlassian Analytics

It seems that you also reached out to us directly, but I will also post the reply here.
Currently, eazyBI doesn't have an integration with the Tempo Cost tracker/Budgets. We have already noticed this integration as a potential candidate in the future and added it to our backlog; however, I can't give any estimations.
In the meantime, you can consider importing cost rates with additional data import using REST API as a data source. Here are more details on additional data import: https://docs.eazybi.com/eazybi/data-import/data-from-jira/additional-data-import-into-jira-issues-cube.

Because you asked for apps, I can tell you that our Great Gadgets apps would definitely satisfy most of these requirements. Here is how.
Project Status: Visual indicators (e.g., green, yellow, red) to represent project health
Not sure how exactly you want to determine the project health. The app offers an Issue Filter Formula gadget that that can display numbers in certain colors, depending on the ranges of a value, or as gauge chart. You could use them, to calculate and display the health of a project, lets say on a scale from 1 to 10.

Budget Utilization: Tracks spent vs. allocated budget
By using the Advanced Issue Filter Formula gadget you can calculate and display the overall budget, depending on how you store it in Jira (USD, hours, etc).
Resource Allocation: Displays team distribution and availability
Team distribution (by project, for example) can be displayed in various forms by using the Pivot Table & Pivot Chart gadget. This is an example of team distribution based on number of hours assigned in every project, split by task type - the gadget supports multi-field stats.
The app does not display team availability.
Milestones & Deadlines: Highlights upcoming and missed milestones
By using the Release Burndown Burnup Chart gadget configured to display milestones, you can visualize the project milestones and their achievement (green if achieved, and red if missed) and well as the forecast of the ETA.
Risk Assessment: Identifies and categorizes project risks
Depending on how you store the risk info in Jira, you could use gadgets like Pivot Table & Pivot Chart or Advanced Issue Filter Formula gadget to calculate overall risk level. But the plugin does not address risks directly.
Progress Metrics: Measures task completion percentages
By using the Pivot Table & Pivot Chart gadget you can track the progress of the Themes, Initiatives, Epics and Stories based on their number of child items or sum of story points and display them as tables or charts.
Issue Tracking: Monitors reported and resolved issues
This can be done by using the Release Burndown Burnup Chart gadget configured to display Created vs Done (see https://community.atlassian.com/t5/App-Central-articles/A-powerful-Reported-vs-Done-chart-for-Jira-dashboards/ba-p/2610902), or by using Cumulative Flow Diagram gadget (see https://community.atlassian.com/t5/Jira-articles/Building-a-powerful-Kanban-dashboard-in-Jira-with-Great-Gadgets/ba-p/1664331).

Are you using custom fields for customer satisfaction & Budgets in Jira? or does this app support any custom configurations for Budgeting like Tempo Budgets?

The app can use the Satisfaction field of JSM or/and other custom fields to calculate these metrics. It does not have specific budgeting features.
