JIRA Service Desk reusing issue numbers after upgrade to 7.60

Having a problem with new issues coming into the JIRA service desk. It will randomly start using old ticket numbers. The old ticket numbers are assigned to other issues already.

Has anyone seen this? 

This only started happening after the upgrade to 7.60
