I want to populate alert message on create issue screen

Can you suggest me where to put an event listener for create issue screen. 

e.g When a screen appears to create issue I want to change the reporter of the system field and an alert should pop up. I have the script but don't know where to apply it

You cannot do this.

Listeners have no way to talk to the front end, and they're too late in the issue create/update process to actually ask anything of the person triggering them.
