Automation for Jira rule showing random characters in its Owner and Actor

Sometimes a user will see random characters in an automation rule details' Actor and Owner fields just like the following example:

These characters aren't actually random, but the Owner and Actor user's accountID. This happens because the user accessing the automation rule doesn't have the Browse users and groups global permission, therefore they're unable to see any user specifics in the fields.

In order to fix that problem you should grant that user the global permission and the fields will show up just like normal user pickers, with the user specifics and allowing you to choose between other existing users:

I wish this would be fixed for JQL filters (reporter, assignee, user picker custom field) as well.
