why cant I create a chart that involves a custom calculated field?

I have created a field in my project that using smart values, calculates the capacity in use for each task at hand (points/networkdays). Why cant I select a custom field that is a number (%) to chart? why is JIRA so limiting? how hard is this to implement?!
