How to transfer Org Admin to another user

I am trying to transfer org admin to another user but following instructions I do not see Administrators on the left hand menu.

Community moderators have prevented the ability to post new answers.

try going to Users , find the desired user, click show details and click ellipses in upper t right and select assign Org role
