Confluence talks about "spaces" rather than "projects", but it is very common for a project to set up a space for their documentation, tasks and tracking, quite often directly linked to their Jira and Bitbucket projects, usually with the same name.
So the short answer is "yes, go ahead and create a space for your project, and get stuck into creating content".
But, to do that, you need to have "create space" permission. Confluence administrators can create spaces and hand them over, or the permission can be delegated to people. Most larger organisations only delegate to a few people, so they don't have a massive proliferation of unused or duplicated spaces.
To get your space created, you probably need to talk to your Confluence admins.
