If it is on service desk issue creation screen then go to the request type and drag n drop the attachment field to very bottom.
Else if it is on view screen then go the issue screen then drag n drog attachment field to very bottom.

I appreciate your effort, but why can't you put some screenshots here? When you know how to do that, a couple of screenshots would be beneficial. "If it is on service desk issue creation screen...., then go to request" It is not clear what screen you are talking about :)
You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
So you can go under project setting>Forms
Edit your form and you can drag and drop the attachment field position.
If not then you can remove the attachment under request type and then add it the attachment field on the form.
