Add spectator to item

Please, how should I do for the user to be inserted as a "spectator" in a project where he is neither responsible nor reporter.

This would be useful when he needs to be notified that there is an issue of interest to him.

Spectators (also known as Watchers) must be licensed users of the Jira product.

When you click the + button and enter the name of the person you want to add, if no match is found then that user has not been granted a license for your Jira product.

The user will need to be invited to access your Jira product. This will consume another user license.

What permissions does Mauricio have for the project that contains this issue? Does Mauricio have the permission for "Browse Projects" for the project?

Has Mauricio ever logged in to this Jira system?
