Take a scenario, I have assigned "Administer Projects" permission to a Project role "developer" and "developer" contains users "user1" and "user3". I have also assigned the "Administer Projects" permission to single user "user1".
In this case what will be the permission access to "user1"?

Nothing, there is no "priority". You either grant permission to someone, or you do not. In your example, you've given user 1 permission twice. Which has no effect. If you were to remove the permission from "developer" group, then user3 would stop being an admin, but user1 would continue, because you've named them via a different route.

The User1 will get any permissions granten by the permission scheme directly PLUS any permissions granted via the Project Role assignment.
Given your information, User1 will have Administer Project permission via 2 different methods. The direct user assignment in the permission scheme as well as the project role assignment
