In the new version of JIRA, I can't find the settings icon. Can you pls advice me how to reach the settings icon in JIRA now? Thank you!

Could you please confirm that you have the Jira Admin rights?

If so then you can access the admin related options from the top right cog item.

Please have a look at the below Image.
