I have a company managed project. I have set default issue type=bug in the project settings. But it's picking the last used issue type as default whenever I am creating an issue.
Is there a way i could set default issue type for a project across all users?

I see the following answer from Atlassian:
JIRA will follow the existing order:
I do not anticipate that we will change this behavior, as it is key to supporting key features like creating multiple stories in a backlog or creating multiple bugs during a blitz testing session. I will speak to our designers about clarifying the copy on the issue type scheme management page to better indicate how JIRA will behave.
I agree that is not what is expected from a default issue type in an issue type scheme.
