I have changed the global footer jira is using by editing "/atlassian-jira/WEB-INF/classes/templates/plugins/footer/footer.vm
". However this file is NOT used for the footer in the customer portals. I really need to insert an link to our teamviewer quicksupport download here. I am trying now for 4 hours. What the hell is wrong with Atlassian that there is no option to edit the footer? To put things like legal stuff into a footer seems to me normal to me? For atlassian not? And to pay $ for a program where you are not able to remove ads? Confuses me a little bit.

I definitely understand the need to configure the footer in your instance.
We have an open suggestion ticket in our public issue tracker to implement this feature: Help Center - Footer Customization. The feature will be processed according to our New Features Policy. Please vote on this ticket to add impact and you will get notifications whenever there is an update to it.
As a workaround, there is a 3rd party add-on on Atlassian Marketplace that might help you customize the customer portal: Ultimate Theming for Jira Service Desk.
