It's possible to create more than one Organization. Please, access the link below in order to create a new one:
https://admin.atlassian.com/o/create
It was mentioned on this feature request because previously this option was not available.
To create new sites, you must access https://www.atlassian.com/try.
Note that, new sites already have an Organization.
