Sorry to hear about this error. While I cannot see the full error due to the way the screenshot appears to be cropped to hide some of the stacktrace, I believe that you are seeing this error when trying to move or delete an issue. In that case the most likely causes are explained in the KB: Cannot reindex jira due to Expected exactly 2 rows the maximum marker row and the lowest ranked row for rank field
If the rank field in Jira does not have exactly two markers here, this error will be generated. I would recommend trying to walk through that KB to see if you can isolate the cause here even further. It will likely take running a few of the SQL queries there against your Jira database to better understand exactly what is causing this. If you are unsure of the next steps to take, try running those queries and let me know the results.
