We have a custom field customer.
Everytime we onboard a new customer we have to add the customer in the Jira-customer field.
Is it possible to let a more 'administrative' profile can add or delete the new customers ?

Unfortunately, only Jira administrators can change the global custom fields.
But in team-managed projects, users are able to define their own field.

If you are open to apps, you could set up a solution where trusted users create new issues in a specific project for each new customer, and then you use Elements Connect to populate field-like connected items after querying your Jira REST API.
