it can also be done using post function on the "Create Issue" transition added to your active workflow.
JIRA Administration >> Issues >> Workflows:
Edit your active workflow, click on "Create Issue" transition and add "Update Issue Field" post function, select Issue field "Assignee" and fill your username.
From now on should every newly created issue automatically be assigned to the username you put in that postfunction.
