i am trying to install Jira 8.13.4

my sql 8.0

mysql java connector 8.0.27

Send me your logs <installation jira>/logs & <application-data>/log and screenshot your current jira in browser also your database mysql where you try connect to https://www.file.io/ ?

The logs won't tell us a lot more.

You need to connect a new Jira installation to an empty database, not one with data in it, as the on-screen message says.
