Why don't issues support discrete attachments?

My programmers find it weird that they need to go hunt in comments for attachments, and have even had trouble finding them. Am I missing another way of attaching them?

What type of project is this? Can you share screenshot? I just confirmed in a CMP and TMP project that if I add an attachment within a comment it also appears under the attachments section.
