What permissions does a user require in order to create a project?

I have users who have been assigned the role of Engagement Manager. The Administer Project permission has been granted this role, yet these users cannot create a project. What am I missing?

Project roles does not relate to permissions to create a new project. To be able to create a new project, a user must have 'JIRA Administrator' permissions on the JIRA instance. You can found further information about this in the document Managing Global Permissions.
