What happens with the inactive user accounts when migrating from Jira server to cloud?

In Jira server instance projects there are some issues where the assignee is currently in the inactive user list. There may be more than 500 users who are in inactive list. So how the migration process of these accounts takes place. The inactive accounts need not be migrated but the tickets assigned to those inactive users should be migrated.

Hi @anjitha.s

Any deleted users or users in inactive directories that are referenced in your Jira data will appear as Former user after migration. If you need to migrate the references to these users, reactivate them (or the directory) before migrating.

Users with disabled status in your server site will be migrated as active but without any product access. This means they will not be counted as active Jira users for billing purposes.

But they're showing up in the Reporter (and some Tempo) user pickers.  UGH.

AND?  Deleting doesn't help because if you're using Site Import, they're in the xml.
