Webhook from add-on application not registering

We have an add-on application that processes webhooks from Jira.  This is written with Java 17 and uses atlassian-connect-spring-boot version 2.3.6.  I added a new webhook to the atlassian-connect.json file but it appears to not be registering.  This link says that by adding the webhook (jira:issue_deleted in this case) to the descriptor module will regisiter the webhook.  Am I missing another step?  Do I need to do something else to get this to work?  Thanks in advance for any help.
