Web hook on issue move

Hello,

there is a requirement that a web hook notification (to Slack) is triggered when an issue is moved to a specific project. This seems problematic:

If an issue is being moved to another project, Jira fires no ISSUE_CREATED, but an ISSUE_UPDATED event, since only its key is changed. With web hooks, we could only send ALL updates to the Slack channel, which is most likely not a good solution.
With notifications, you can only send e-mails. While you can set up an email address for a Slack channel, with Jira notifications you can only send e-mail to arbiatrary addresses if the project is public, which is a no go.

So how can I tackle this?
