Is there a toggle to see the child issues of an issue type? For example I can see all the child issues associated with an initiative on the issue screen, but another user cannot see this.

First confirm that the user has the necessary permissions to even see those child issues at all. Is the user able to use the link for one of those child issues directly to view the issue?
