Using JIRA v7.2.1. Need to modify a create screen, dont see configure or edit in proj.settings

I have the administrator & project administrator roles but I do not see the buttons/links described in the online help which refers to an Edit link or Configure button to make changes to the create screen.  Please let me know if this is due to my office using an old version or do I need a different permission.
