The user needs to have the Create Issue project permission and the Make bulk changes global permission for the projects in which the user want to create issues in. The administrator can perform more advanced bulk imports.

More detailed information for this is available here: https://support.atlassian.com/jira-software-cloud/docs/create-issues-using-the-csv-importer/

Thank you. I need more guidance to give him permissions,

Here is the link for info on managing global permissions, where you would need to grant the Make bulk changes permission:

https://support.atlassian.com/jira-cloud-administration/docs/manage-global-permissions/

And here is the link for info on managing project level permissions:

https://support.atlassian.com/jira-cloud-administration/docs/manage-project-permissions/

Thank you @Trudy Claspill !!!!!! that was exactly what I needed!!

The user would need at least Create Issue in the target project and maybe Browse Projects.

What error is the user receiving when trying to import the issues?

Access Denied

it seems that have tried to perform an operation which you are not permitted to perform.
