User unable to import issues

What permission does a user need to be able to import issues?

The user needs to have the Create Issue project permission and the Make bulk changes global permission for the projects in which the user want to create issues in. The administrator can perform more advanced bulk imports.

The user would need at least Create Issue in the target project and maybe Browse Projects.

What error is the user receiving when trying to import the issues?

Access Denied

it seems that have tried to perform an operation which you are not permitted to perform.
