1.We migrated all the data from cloud to local Server.
2.Account information is been successfully migrated to local Server.
3.When I try to change the password of any user, the option of "change password" is not present.
4.In general configuraiton , the external user management is set to off.
(We use trial license for now, but we will install the commerial license later, is it license relevant?)

Nope, this is not related to licensing. As stated in Migrating from Jira Cloud to Server applications:
9. Reset the passwords for your users
After you finish migrating from Jira Cloud to Jira Server, you must reset the passwords for your users. To do this, you can either:
notify all users that they need to click Forgot password to reset their password. Learn how to send an email to all Jira users.
- log in as sysadmin and reset everyone's password.
Can I know if you have logged in as sysadmin account?
