Behavior: Summary field is cleared of any text entered
Expected Behavior: Text entered in summary field saves and user can move forward with putting more information in other fields before selecting Create at the bottom of the modal
I assume you have permissions for creating issues in this Project?
This isn't normal behaviour - I'd suggest as a first step...

Yes, a colleague of mine reported a similar issue and she is in a different project than I. We both have permissions to create issues. I just tried your steps to attempt to resolve the issue by using a different browser, going into incognito but the issue still exists. It seems to be related to switching the Type of Issue from Bug. If I keep it as Bug then I can move forward with completing my ticket using the modal. But if I switch to Type of Issue as Story, then when I enter text into the summary field it will strip the content once I click outside and then remind me that its a required field.

I'd probably contact Atlassian Support just in case - ask for their assistance to confirm it's working as expected.
