We are currently using JIRA Software. I am an administrator and unable to add watchers to an issues. Others within my team are users, not administrators, and are also not able to add watchers. I have updated permissions within the project and that does not seem to help.

Are you sure that you have the Manage Watchers permission for that project?

If you have Manage Watchers permission then,

please check to add  ?oldIssueView=true to the URL to switch to old view and see if you can add watcher.

e.g. if your issue is ABC-102 and the URL is JIRA_BASE_URL/browse/ABC-102  just navigate to JIRA_BASE_URL/browse/ABC-102?oldIssueView=true and see if you can add watcher there.
