We have 2 projects running.
Project A and Project B
Myself and another team member have invited a new registered user to Project B (who already has access to Project A), but she is not getting an invitation or notification.
Does it have to be the Project Lead that invites users to the project?
Or how else can we do this successfully?
Welcome to the Atlassian Community. You need to be a project admin and add them to the project. Once they have permissions to the project then they will get emails for that project.

I followed what you outlined and it didn't work for me.
I have a free plan and I'm having two projects at Jira. I would like to bring the same team members from the first project to the second project.
As you can see in the picture, I cannot add or search for any of my teammates in the second project.

I managed to resolve this by creating some issues and assigning them to team members.
I noticed that the free version doesn't allow me to customize a team.
