I get "This site can’t be reached' if I try to visit:

https://atlassian.net/

https://bitbucket.net/

There is no PC which can reach the sites from my IP

Is there a black IP list and can I add it to the whitelist?

I have contacted Slack with the same issue, and their support team solved the issue 
And the solution works for Atlassian.
Probably it is same trust list for all and my IP has been added in white list via Slack support,
