@Ivan Andrieiev How is this done? Via a post function on the transition that sets the Resolution to 'Done' or via the Resolution field on the Transition Screen? In the latter case, make it required.
Maybe I found the problem, because I personally can't close a problem without a solution, but I have a guess. Did I understand correctly, if there is no role in the permissions of the project, then it can simply not set Resolution ?
