Atlassian Service started but Software not starting after server restart

Could you gather/share some more information?
with only the message that it's not starting we can't do much I'm afraid.
Hi,
After I rebooted the server (windows server 2012) Jira is not launching. I noticed there is no “JIRASoftware030317162115” under the seriveces…
I think I have upgraded to 8 a while ago (not sure if I have restarted the server since then)

Well you say the service was started but the software is not (or Jira Software is not).
The name of the service could have change after your upgrade. You can always see if there is a tomcat process running.
I would however check the logs first to see if there is an error message, perhaps a DB connection gone wrong?

it is stuck on UpgradeIndexManager: Reindexing is not allowed after this uphbrade and there is no immedisate requests. the command window is still open

this is the path of the service Atlantis Jira : "C:\Program Files\Atlassian\JIRA\bin\Tomcat8.exe.x64" //RS//JIRASoftware030317162115

startup.bat is just the same as the service would do but then in a commandline window.
If your service is no longer there it could be renamed or you didn't check to install it as a service during the upgrade

The fact that is it is stuck means you have to wait :)

And in your services panel?
start -> run -> services.msc

automatic of course. Atlassian Jira lokos fine (start and stop with no errors) but jira not working

The empty response seems to come from your tomcat then. Did you try http and https?
Since we are a community of volunteers I'm just trying to get as much information as possible to try and guess what is going on. If you feel like all settings are perfect and obvious then feel free to open a a support ticket with Atlassian directly. (https://support.atlassian.com/contact)

Thanks for the tips. I tried https and Kaspesky web console came up... I recently upgraded KAV console and it must have installed the we console on the same port. I removed KAV web console, restarted the Jira service and now it is up and running agai. Many Thanks!
