Skills/Knowledge matrix for a team, automatically updated from the tickets members work on.

Dear members,

 I need to create and maintain a skill matrix for a team to have a better insight in people's abilities. The issue at hand is that such "database" would usually be populated by the team members themselves and hardly ever updates/objectified. 

 Ideally, a certain plugin in JIRA would be able to update a skill set of a person based on the tickets such person logs their time on.

 For example, a ticket's label could constitute the a skill. Once a certain team member would have completed a task with a particular label, his/her experience in such skill would get an "upgrade" in value or date (becomes more recent)

Perhaps there is such plugin available today?

Insight from Riada can help you with this. It's labelled as an asset management tool, but when you think of it, skills are assets!
