Restricted Groups in Time Reports not showing report of other users in group

Would somebody please give an example of the expected behavior of "Restricted Groups" in Time Reports configuration? I'm trying to restrict people to only create Time Reports for a subset of the projects they are in. Each person may be in one more more groups, but not all groups are added to "Restricted Groups". Also, each group may multiple projects. 

Any additional information about how "Restricted Groups" logic works would be helpful.

The problem right now is when we add a group to Restricted Groups, I cannot see the Time Reports of others in my groups.

I think, you need Timesheet Auditors Roles for this, available in Timesheet Reports and Gadgets for Jira Server only.
