Restore issue permission is deprecated?

There is a "Restore issues" permission in the data center permission scheme. But I can't find where to restore them. And when you archive them there is a message that says that the only way to restore them is by importing them?

So that permission doen't work?

Basically, you need to have the URL that links directly to the issue; i.e.

https://<yourJiraServer>/browse/<issueKey>

From the image in the article, when you view an archived issue that way, it looks like it displays a link you can click to restore the issue. 

I am guessing that if you don't have the "Restore Issue" permission you either can't view the issue at all, or you don't get the option to restore it.
