How do you automate a ticket to be created every other month and also every three months.

I have a recurring job that needs to be done every two months and another ticket every three months.

You can use the a CSV file and you can assigned issues on import. That is for sure.

But there is also a built-in importer fro GitHub in Jira. I guess, it will be more convenient. Though I am not sure how it handles assignees. But I think it must be able to assign issues. You can find more info about the importer here:
