Need Support Help with moving Projects from one Jira Platform to another

Is there support to assist with moving projects from one Jira instance to another? 

I read the instructions outlined in the links below, but the effort is too advance for my skillset.

Could you describe what "not able" means?  What are you doing and what goes wrong?

My team  not able to upload download any file into jira with my organisation firewall.

We can't to upload/download any attachments on it with my organisation network with Linux systems and we also checked with firewall provider.
