Is the Issue Collector functionality available in Jira Cloud Free version?

I attempted to add an Issue Collector to a new company-managed project I created based on the Bug tracking template, but after populating the fields and clicking Submit, nothing is created and I am returned to the "Add issue collector" form screen.

Also, I am only able to select the Custom template as the "Got feedback?" and "Raise a bug" templates are greyed out with the following message displayed:

The issue type you've chosen requires fields other than 'Summary' to create issues. Only custom templates can be created since 'Raise a bug' and 'Got feedback?' will not be able to populate other required fields.

This behavior and message is displayed no matter what Issue Type I try to select/use for the Issue Collector.

Any thoughts, ideas or suggestions?

First, those are not "child" issues, they are linked issues.

Issues are independent of each other, and off-the-shelf don't interact.   If you want to have business rules like "can not resolve issue X if it is linked to Y which has to be closed first", then you will have to build the logic for it into your workflows, and use add-ons that provide the conditions you need to enforce the rules.

I would, of course, always use Script Runner, but the workflow utilities and Jira Misc Workflow Extensions have some functions to interrogating and working with linked issues as well.
