How to limit access to specific issues?

I have several projects where I want a core group of people to have full access as normal, but I want users beyond that small group to only be able to see and edit issues that they are assigned to.

I see documentation similar, but it is only for data center/server and I need this for cloud.

You can make use of message custom field and place it before the required field on the form. Please refer to this KB article for more information.
