Can we give read-only permission in a project?
I want it to see the tickets in the project but not be able to process it.
I only want read-onyl authorization.

If you are in company managed project, then jira Administrator can add a group to only "Browse Projects" permission of the project. This will grant users who are part of the group only RO access to tickets.
If you are in team managed project, project admin can add required users into Viewer role under project settings --> Access

For now I had to give Browse Project permission to my friend. But I need to give it read-only.

From the screenshot you shared, I believe you are in company managed project. Please follow below steps to add users to Read only access.
Please note: Browse project is the read only permission in Jira.
