I'm administrator of jira software

I would like to let the project lead add people in his project but I don't know how

Beacause now is just the administrator of jira who can add user in projects

I have verified the permissions schemes of the project and grant to administrators Browse user

But the project lead cannot add users in his project

you should check if the project lead is set in the "Administer Project" permission in the permission scheme. Maybe this helps you.
