I want create a custom field in Read-only mode with default value as logged in user and the custom field must be Un-editable so the user cannot change the value.

I don't have knowledge on Jira Service Management; any experts on that platform are more likely to see your question if you post it in the Jira Service Management section :)
If you're asking about Jira Software, it sounds to me like you are describing the Reporter field? It defaults to the current logged in user and if you don't add it to the screens for your issue, it cannot be edited.
