Migrating active user on server to Cloud where same user email account exists but inactive

We have users in a server instance that need to be migrated to existing Cloud instance.  We have some users who have accounts in this Cloud instance already but are NOT active in Cloud.

 

Question : what happens when we migrate the users using JCMA and/or CCMA to Cloud if they were active on server but NOT in Cloud?  Will that account just provide product access for those users or remain as inactive in Cloud?
